A promotional Article or promotional writing is designed for the purpose of  publicizing something for the purpose of sales or public awareness. Unlike the content in Wikipedia, a promotional article is most likely one sided in favor of the target being promoted. It captures the imagination of the reader and entices their interest.  There is no reason why a promotional article cannot be negative toward its target. Negative promotion is often found in election tactics.
